The Government
Government acts through its individual employees. Each of these employees, because they act on behalf of the government, carry a great deal of power and through that power, a great ability to harm citizen interests. The ways in which a private citizen can be harmed vary as greatly as the government employee's job title, from police officer, to prison doctor, to a city councilman or woman, each can harm an individual citizen's rights.
